What Causes Itching On The Penis?

Found a couple small red spots inside my underwear were my penis is and it looks like blood. It is light red and of small size like a penny. I got a itching feeling inside the canal of my penis at the entry but nothing really painfully. What could it be?

due to fungal or inflammatory changes over there..let them dry and apply some antifungal cream containing fluconazole
