What Causes Itchy Bumps All Over The Body?

i keep getting little bumps all over and they itch very bad and i cant stop itching them, i take many different kinds of meds. i went to my dr they just gave me a steroid shot and some 6 day treatmeat it did not work. its driving me crazy all this itching and leaving scaps. what can i do what do you think it might be.
