What Causes Itchy Bumps On The Penis?

I'm 23 years old. my lifestyle would be considered pretty normal except the part where I love to have a good time and by that I mean I live a healthy social life. last time I had a sexual partner was about 2 months ago. I did wear a condom but then took it off, she got tested and was clean, I still haven't got tested. I'm wondering what are these pimple-like bumps around my balls and many more on the foreskin of my penis (unsurcumsized) ? it is also extremely itchy that dosent even let me sleep at night. the itchiness has also been showing up all over my legs some on my stomach area and my ass. I'm getting really worried and don't know what this is. I've used Cortizone creams and even a a stronger one. this has been going on for over 2 weeks. there are too many answers online and would like to know if this could be something very bad that I have?
