What Causes Itchy Inflamed Rashes At The Back Of Neck?

I have been having itching, burning, and rash on the back of my neck, even up into my hair off and on for weeks. seems to come and go. right now its staying. bendadryl gel helps for a few mins at a time then I have to reapply. any ideas on what this could be?
