What Causes Itchy Scrotum Along With Rashes On The Upper Thighs?

I have fluid in my scrotum, no pain involved, I had itching in the scrotum also and noticed some hives on upper thighs. I was cutting wood Thursday moving some heavy logs. Took a hot bath yesterday and some swelling went down, Swelling came back over night and some additional fluid around the foreskin.
