What Causes Itchy Small Bumps On The Penis Shaft And Scrotum?

Hi doctor, I was suffering from small water bubbles on my penis head, initially they are very less like 2 to 5 but after a week they have increased to many but they are not itchy or painfull . It started scaring me. I find some black itchy scalp skin under my penis which is in contact to scrotum is irritating me so much. And it is even spreading on my scrotum. Please advice. Thanks.
