Hello. Your symptoms are very suggestive of a TIA I.e. transient ischemic attack which may be caused by a blood clot temporarily blocking the batteries in the brain. It is an emergency condition and you need to get yourself evaluated bas soon as possible as it may lead to a full blown stroke. If you have had those tingling and numbness symptoms for a longer time, I would have gone with a differential diagnosis of a cervical vertebral pathology like spondylosis. Hope this helps.
