What Causes Numbness In The Arms And Rashes On The Back?

I fractured my C5, T1 & T2 in a car accident 1 year ago. Ever since the accident, I have been getting a rash on the back of my neck. A doctor friend suggested it might be due to a pinched nerve. My primary physician claims there is no such thing as rashes due to pinched nerves. Other symptoms of a possible pinched nerve are also being ignored such as numbness in my hands & arms and a feeling of road rash that runs along my palms. Please advise as to how I might find more information about rashes and pinched nerves. I am wasting a lot of time talking with a doctor who will not investigate further. Thanks.
