What Causes Open Ulcers On Bottom Of Scrotum With History Of Orchiectomy?

I had left testicle removed 2 years ago for lyposarcoma cancer. Then had 200 radiation treatments to same area. Now I have bad swelling of scrotum and pens all time and have to use catheter several times a day. My greatest pain is several large open ulcers on bottom of scrotum and doctors are puzzled. I am 77 yes old.
