Last week, the top of my left foot began to hurt (like a bruise) when I touched it. I noticed that the top of my foot and ankle are swollen and tender to the touch. As of today, the top of my right foot has begun the same soar feeling with swelling there and on my ankle. I have no other symptoms. What could it be?

If there was no trauma or injury then some specific conditions may be considered. In first case, diabetes. If you dont have diabetes then this may be a beginning of leg cellulitis which is inflammation of subcutaneous tissues.
It should be evaluated by medical professionals since antibiotics may have to be started as soon as possible to prevent spreading of infection. You should do at least basic blood tests and blood sugar to see if there is significant infection or not.
