What Causes Pain Around An Old Surgical Incision Site?

I had an anterior discectomy in 2012 for herniated discs in C2 and C3. Now, I am told a new hernia is in C4 and I am having pain in first surgical site, back of head, side of head and esophagus. I have been taking 10mg of Baclofen increased to 15 and ibuprofen. If I am told I need another surgery, will this result in additional hernias in my neck?
