What Causes Pain In The Lower Abdomen During Urination?

My 18 year old daughter is complaining of pain in her lower abs before she urinates. She does not have a burning sensation when she urinates, fever or discolored urine. Any ideas what this could be. I thought maybe UTI but she only has the pain in her lower ab before urination.

It maybe a case of cystitis, in which the urinary bladder is inflamed. Have her urine checked, or better, have an ultrasound of the kidneys and urinary bladder to find out.
