What Causes Pain In The Testicle?

My male friend (and I mean friend no sex) has testicle pain (his balls suck up into his body), he has trouble masturbating and getting/keeping an erection; if he ejaculates, it is very little; when he pees, he thinks he is done but urine dribbles down his leg. he does not have any milky discharge like he might have if it were an SDT. He also has one or more hernias in his abdominal area.

I can understand your concern.
By his history and description, your friend is mostly having undescended testes.
It is congenital anomaly. In this testes fail to descent in scrotal pouch. So development of testes is also poor. So hormones are not produced and patient has erectile dysfunction a d difficulty in ejeculation.
Undescended testes are commonly associated testicular pain and hernia.
So better to consult surgeon and get done clinical examination and ultrasound examination of abdomen and scrotum.
He may need surgical repair of undescended testes.
