Hi,
Painful
acneiform eruptions in the knee are not necessarily due to
diabetes or
hypertension. There are a few things we should figure out.
1) Is it occurring in both the legs or in one leg?
2) Is it seasonal?
3) Do you have an itch or any other constitutional symptoms?
4) The drugs you are taking for hypertension or any other condition since many times eruptions in the knee can be due to the drugs too.
Here are a few things I can suggest you:
1) Rule out the cause if it's an offending drug you can change it by talking to your physician.
2) For my patients with similar complaints, I have prescribed topical/oral
retinoids which really helped out clearing such eruptions.
3) If its itchy take an antihistamine which will help to alleviate the itch.
4) Do
consult a dermatologist when it occurs again.
Hope I have answered your query. Let me know if I can assist you further.

Dr. Moses John Wesley,
