What Causes Painful Clear Fluid Filled Sac On Head Of Penis ?

I have a clear-ish sac on the head of my penis and threw some very painful time I poped it with a needle some clear fluids(not creamy like) rushed out. After about a week or two it seemed to come back, what is this I have had it for as long as I can remember.

Dear,
Sac on penile head is mostly caused by genital herpes and other sexually transmitted disease. , but as other symptoms are not suggesting of any std.
One more cause is ther which is known as fixed drug eruption.
So u have to think whether it occurs after taking a particular drug...it is very common with paracetamol.
If it doesnot correlate with drug intake tham visit a dermatologist asap.
