What Causes Painful Itchy In Pubic Area Radiating To Shaft Of Penis?

I m 29yrs old, I ve had a rash for two days now. The rash starts in my pubic area, and goes maybe a inch up the shaft if my penis. It is a mild pain, and itchy. How do I find out what it is. I also have a lump on each side of my groin. Do you think this is herpes.
