I am 69 weight 165 I an 5 6 I have just got up and eaten light fruit for breakfast and coffee(Normal) I am diabetic blood sugar before and 20 min after breakfast 81 and 102 My heart seemed to be racing and my pulse was 96. I laid back down and now it is 59. Is this normal?

No, this is not normal. Palpitations, variation in pulse rate etc are more suggestive of arrhythmia (rhythm disturbances in heart). Since you are diabetic and having age more than 60 years, you are at risk of heart disease like arrhythmia. So in my opinion, you should definitely consult cardiologist and get done ECG, 2D echo, stress test and Holter monitoring (24 hours continuous recording of Ecg). You may need anti arrhythmia drug.
