What Causes Peeling White Umps Around Vagina?

I m not sure if I have scabies. I have a few bumps around my vagina but I think they are just razor bumps. I do have some white peeling around it. I m not sexually active, besides a little butt grabbing. It s only been a few days and I was wearing a pad that made my skin irritated and I think it started from that. Do I have scabies?

Scabies generally starts from finger webs or toe webs or other soft targets. Vescicles may ooze watery exudate due to inhabitation of mite. It spreads fast.
It could be local allergy but then it would settle itself and would not spread fast.
