It could be follicular eczema or
folliculitis or
cystic acne.
But It will be hard for me to diagnose your son's condition based on the mere description you have provided regarding those red,tiny non-itchy bumps on cheeks.
So,it would be better if you can take a clinical picture and send it for my better judgement.
However,he may try some symptomatic treatment.
You may try
1) calamine lotion on the rash.
2) You should also maintain hygiene and try to keep the area clean and dry, wear loose-fitting cotton clothing.
3) Also use an antibacterial soap or mild soap like dove.
4) Avoid any kind of cosmetics.
5) You can also use a barrier cream with
zinc oxide paste or calamine lotion or a mild steroid cream like dermacort on the rash.
6) If the bump is itchy,you can take some antihistaminic like
benadryl or Claritin.
If the bump persists then it will be best to get it evaluated from a
dermatologist.
