Hi
Persistent swelling could mean you need a dose adjustment or a mass in your throat independent of your hypothyroidism or poor response to treatment.Do not be scared.I advise you get examined by an Endocrinologist.Imaging studies of your neck region and thyroid hormonal work-ups will help to bring out what the matter is and treatment will follow.
Best regards
