What Causes Pins And Needles In Arm, Shoulder And Neck?

I have been, having a weird sensation in my left arm, shoulder, back of neck & breast area. Sometimes it feels like pins and needles, sometimes it feels like it s cold, sometimes it feels like a stitch type pain . Should I be concerned about this?
