What Causes Prolonged Nasal Congestion, Rashes And Pale Skin In 8 Month Old?

My 8 month old daughter has had a runny nose for several weeks. She has teeth coming through and has developed a nasty bumpy rash on her bottom which does not disappear when a glass is rolled over it. She also has cold hands and feet, although her core is very hot. Her skin is also rather pale and mottled. I am concerned about meningitis
