What Causes Raised Red Circular Growth On The Back Of The Neck?

I have a raised red ring on the back of my neck that began after being outside. I initially thought it was a mosquito bite as I had gotten a few of those bites on my legs. It also had the appearance of a mosquito bite initially. It does not itch or burn. Any ideas/suggestions would be appreciated.

I suggest using Calamine lotion for local application.

I also suggest using antihistamines such as Cetirizine 10 mg daily.
