What Causes Rash On Limbs Post Withdrawal Of Premarin?

After a complete hysterectomy in 1995 I was prescribed Premarin at 1.25 mg. Insurance will no longer pay for it because it is limited substance. After being on it for 19 and one half years my new doctor wants to see how I will do without it. I am currently on hbp meds. and have broken out in a fine rash on my limbs but not on trunk or body. Is this due to stopping the Premarin?
