What Causes Rashes On Inner Legs And Feet?

yes im 53 and I noticed this rash on my inner legs on tops of feet. I looked around apartment that s when io noticed my rug is full of tiny bugs.im a clean person but this is crazy. then my finger keep splitting after I see a small round dot on them. these things get into everything food,makeuo my eyes clothes blankets . they sent out pest man he thinks im crazy bout ready to call health department.
