What Causes Rashes On Penis After Intercourse?

Hello doctor...my finance always complains of rashes on his penis after having sex and is having a kinda of skin growth on it.The rashes normally peal off after some days but when he washes his penis after sex the rashes doesn t appear.need an advice on what to do and a possible cure pls
