What Causes Recurring Bumps And Swelling The Base Of The Hand?

I ve had edema at the fleshy part of my hand at the base of my hand - on and off for over a year. Sometimes there s a painful lump that eventually goes away. Today I noticed 4 reddened bumps at the same area that s been tender and edematous. What could they be?
