What Causes Recurring Red Bump Below Knee?

I have a bump that looks similar to a mosquito bite located below the knee, closer to the back of knee. It has been coming and going for about four years. It is red and sometimes itches. I do not feel well now but never noticed it occurring before during an illness. What could it be? Thanks.

it can be a congenital abnormality,so u may not worry ,still u can have a x ray scan for further confirmation to rule out bony abnormalities
