What Causes Red Dots On The Arm And Hand?

I have red flat (skin is not inflamed or raised) dots that vary in size that have been appearing and disappearing on my one arm/hand. They are sometimes stand alone but do form clusters every so often. They are itchy when they appear. When they appear, they sometimes are there for an hour or two, but disappear and the skin is no longer itchy. Is this anything serious?
