Red blotches due to exposure to sun is commonly due to allergy, sensitive skin, sunburn, solar urticaria, polymorphic light eruptions, etc. The itchy, reddish spots or rash usually appear within minutes of sun exposure and disappear after a few hours. Your daughter is suggested to avoid excessive exposure to sun light she should wear sunscreen when outdoors.
She has sensitive skin and should always keep her skin well moisturized. She should stay well hydrated. Get her clinically examined by a dermatologist to rule out any genetic or malignant conditions of the skin.
Take care. Hope I have answered your question. Let me know if I can assist you further.
