General & Family Physician 's  Response
Hi,

While there can be many causes for it especially chronic allergic condition and he must be better assessed by a dermatologist for accurate diagnosis and better management. However keeping in view his heart diseases, I wonder if it could be an allergy to the drugs as certain cardiac drugs especially aspirin and progrel quite commonly cause rashes.

Hope I have answered your query. Let me know if I can assist you further.

Regards,
