All the symptoms you have mentioned suggest the possibility of pharyngitis(Inflammation of your throat),Since you are getting sputum(phlegm),psychological cause is unlikely.
I suggest you to consult a general practitioner and get the following things done as a first line management:-
1.Start a short course of antibiotics,I personally prefer "levofloxacin" because it is highly effective in
respiratory tract infections.
2.If you have
fever or pain you can take "acetaminophen" or "ibuprofen".
3.Antihistamines like "levocetrizine" would provide symptomatic relief.
4.Do warm saline gargles or gargling with "chlorhexidine" containing mouthwash.
5.Base line blood investigation and a chest X-ray may be needed.
As of now do the following:-
1.Quit
smoking,avoid
cold and dust.
2.Do nebulization twice a day from near by nursing home.
If the symptoms persist despite all these you may require a detailed evaluation by a pulmonologist.
