Shivering of legs could have some neurological causes since your father is having diabetes and high blood pressure.
In some conditions like movement disorder, trauma to spine, etc appears likely or it could be related to blood sugar.
A detailed work up regarding the progression of the problem needs to be done.
Your father need to evaluated any physical trauma to spine due to fall or covert injury as well. Other associated condition of heart problems should also be ruled out.
I suggest a consultation to local physician or neurologist would help as it warrants a physical and neurological examination.
Thanks and regards,
