What Causes Shooting Pain In Arms?

My girlfriend had an implant about 3/4 months ago... She's basically had a constant period since it went in and now her arm hurts.. The pain is a shooting pain and lasts around 3 minutes before ceasing and becoming a dull ache... Every now and then (i.e. every few hours) the pain returns.. What could this be?
