General & Family Physician 's  Response
Dear user,

Based on these few details the cause of his shortness of breath can't be determinated, because there are a lot of medical conditions that can cause breathing problems.

Anyway, most common causes of shortness of breath in the elderly are chronic obstructive pulmonary disease, pneumonia and heart failure.

If he's only in oxygen tube and doesn't take other medications or has been heavy smoker or exposed to air pollution I think he has chronic obstructive pulmonary disease.

All the best!
