What Causes Skin Bumps On The Upper Part Of The Body?

I have bumps appearing on my shoulders, arms, wrists and hands. They itch when first appearing and then stop. They aren t blisters but dont quite resemble hives either. They are slightly shiny and small. I m trying to figure out whether they re an allergic reaction or caused by some other sort of problem.

According to your complaints it could be eczematous rash or photodermatitis.
Apply topical steroid like cortisone cream on the affected areas twice daily.
