What Causes Sore Throat Along With Chest Congestion?

I started out with a sore throat and went in to a congestion in the upper part of lungs. Had a throat culture for strep- came out negative . Then a couple days later began running low grade temp around 99 and sometimes 98.8. Was put on Rx Amoxocillan 875 mg. No change then this past Wednesday received a steroid injection and on Cefdinir 300mg. Have 7 more days left. They did a chest X-ray- came back normal ( I don t smoke) I have no fever at all but I get horse after talking awhile and feel a tightness in upper chest and feel a slight dizziness and a slight ringing in my ears. Each time I ve been to the doctor, my lungs sound good. I have had this for 3 weeks. They thought at first with no fever it was viral but I only ran a fever for a couple of days. If it is bacterial , these anti-biotics won t work. Just can t shake this off.
