What Causes Stiffness In The Neck And Pain In The Legs?

I was diagnosed with a left blocked vertebrae artery many years ago. They told me not to worry about it , that I would live a normal life. I am now 70. I have so much pain in my legs, feet, toes, fingers and hands. Terrible grade aches that starts like a lightening bolt and then goes away but leaves a nagging headache. I have constipation or I can t make it to the bathroom. Lately I am getting a very stiff neck. I also have an anryuism and valves that need replacing.
