What Causes Sun Burn Like Rashes Appearing In My Kid Skin?

Twice now my 4 month baby has gotten a sudden rash that is bright red & looks like a sunburn. Once on both feet & up calves once on one forearm. It looks swollen too. She acts like it hurts. Then it disappears quickly too. Do you know what is causing it?
