What Causes Sunburn Like Rash All Over Body?

My step brother has a sunburn like rash all over his body. He isn't allergic to any types of food or medicines. We gave him Benadryl last night due to a poison ivy looking rash. He woke up this morning with the sunburn like rash. He also has aplastic anemia. What can it be?
