What Causes Swelling In The Feet And Ankles?

Upon moving to VA, I have swelling in my feet and ankles. Have not changed medications etc. Have had it for 4 weeks. One ankle has improved by drinking bottled water but the right foot and ankle swell in morning shortly after getting up and remains that way all day.
