What Causes Swellings On The Penis Shaft For A 25-year-old?

I am 25 years old. I stopped masturbating a month ago. I get very small swelling on my shafts in the morning which tend to go away after 1 hour. but i feel like a small fat kind of accumulation when i press the shaft. my foreskin is removed through circumcision.

As per my surgical experience, the small fat kind of accumulation when pressing shaft of penis and disappearing within 1 hour may be related to dilation of blood vessel, developing sebaceous cyst or else. Should upload a photo image of the lesion when seen over the surface of skin (if no objection) during follow up conversation so that better guidelines can be figured out ahead.
