What Causes Swollen Area On Lower Side Where The Hernia Repair Was Done?

I have a swollen area on my lower right side. It is like a fluid filled sack. I had hernia repair in the same area over 20 years ago. It isn't painful but this area has been enlarged for the past three weeks. My left side is normal. I went to emergency two weeks ago but although the doctor looked at it she did not make a diagnosis and did a chem panel blood test. She did not address the probable cause of the right side swelling nor was it treated. I am an 84 year old male and weigh 170 pounds. I am recovering from a stroke that I had in December 2009.
