What Causes Terrible Mood Swings And Behavioral Changes In Children?

I have a foster baby that I babysit that we suspect has drugs in her system. Her previous foster mother was on codeine meth and a couple of other drugs. The baby is 18 months old and she has terrible mood swings and always wants to be in everybody s laps and arms all the time. She s not very talkative either. She says minimal words and pretty independent. We just were trying to figure out if she might have anything in her system if the other person was giving or handling her at all? And if she does have something In her system , how long should it take to get it out or for her behaviors to change?
