What Causes The Swollen Vein In Arm Along With Dull Pain In It?

I have a small vein in my hand that swells, I elevate it for 25 seconds at a time throughout the day to help that problem. I know it is time to elevate when I get a dull pain in my bicep on the same arm. My hand tingles and goes to sleep occasionally. I am 38 yr old female.
