What Causes Tightness In Left Chest And Arm Along With Numbness In Palm?

I am a diabetic and cardio patient. Diabetic for last 15 years and on insulin for last one year. For last one week, I am feeling a feeling of squeezing inside of my left chest and left arm. As if my left chest is being sucked inside and my left arm is being pressed hard. A feeling of numbness is also felt in the left pulm. As I have heart block, I wish to know whether these symptoms have anything to do with heart?
