I recently got some tiny little bumps around on top of my lips no puss no itching no pain there was some swelling and I applied some vitamin e on there but I'm not for certain what it could be. I tried a new lip gloss lately and I applied it heavily for about two days and accidentally slept in it. I google but everything says bumps =herpes
As per your complain it seems that tiny bumps around the lips can be due to causes like allergic reaction to any food, medication or cosmetics while can also be due to severe chapping of lips and one of the most potent cause can be Herpes virus Infection causing cold sores but they commonly present as fluid filled blisters.
I would suggest you to consult a Skin specialist and get evaluated and a clinical examination, blood test and microscopy of scraping from the bumps can help in diagnosis and treatment can be done accordingly. In case of Allergic reaction anti allergics like Levocetrizine and topical application of Calamine lotion or mild Steroid ointment can be advised. In case of viral infection anti viral medication like Acyclovir or Valacyclovir can be advised both orally and topically.
