What Causes White And Red Bumps Around The Penis?

I have a lot of white bumps around my penis and balls that i assume are ingrown hair follicals and a few days ago i found a somewhat large red bump on the bottom of my penis ps iv never had sex and masturebate regularly im pretty worries that it might be infected

Hi,
Let me tell you that the symptoms described by you suggest that you have Pearly penile papules. You can better send me a photo of the bump on reports in order to better evaluate it. 

This pearly penile papules may be psychologically distressing of patient.
I suggest using genital wart creams and maintain good hygiene.
I also suggest Cryosurgery and laser surgery.
