General & Family Physician, Dr. Sirisha's Response
The condition you are describing is called as phimosis in medical terms.there are many conditions that may lead to this like diabetes, infections like balanoposthitis, forcible retraction of foreskin etc.Depending on the degreee of symptoms like some able to retract their foreskin partially (relative phimosis), and some completely unable to retract their foreskin even when the penis is in the flaccid state (full phimosis). I want to r/o diabetes first and for that blood sugar needs to be done .and also local examination is required to see the nature and extent of inflammation and decide line of treatment. it seems there is no improvement even after taking cefixime,so you better consult a qualified physician and get treated.
