As per your complain a recurring bump on a lower lip can be either of the following:
It can be a
cold sore caused by virus Known as
Herpes simplex virus..
It causes small sores or lumps over the lower lip mostly in bunches but at rare times a single can be seen..
It can also be due to either blocked duct of minor
salivary gland or damage to the gland causing a small lump filled with fluid..
It can also be due to infection or allergy caused by some lip products due to sharing with others in case of infection or due to some components in lip products causing allergy..
It can also be due to excessive sun exposure causing inflammation of minor salivary glands present on the lip causing inflammation and swelling..

consult a dermatologist and get evaluated and treatment can be done according to diagnosis..
In case of Herpes
antiviral oral and topical treatment like antiviral therapy can help..
In case of allergy avoiding the product and application of
steroid based ointment can help..
In case of bacterial infection
oral antibiotics and applying antiseptic cream can help..
In case of sun exposure causing inflammation using SPF 15 based lip balms along with covering the lips while going in sun can help..
